When is someone elderly?

This publication defines the elderly as those, 'who have reached an age at which the period of creative work performed as a social contribution is considered a thing of the past'. Despite the fact that pensioners no longer make a social contribution, they have the same right to independence as everyone else. Maintaining independence in the elderly population has played an increasingly important role in architecture and urban planning in the post-war period. Amsterdam's city council built independent housing for the elderly, designed by J.H. Mulder, in new neighbourhood of Nieuwendam in the 1930s.
